The unique, richly decorated lookout tower was designed by the famous Slovak architect Dušan Jurkovič, a representative of the distinctive Art Nouveau architecture inspired by folk architecture, in 1896. However, it was not built until 2011.

The observation tower made of wood and stone stands on Karlova Hill, above the Wallachian Open Air Museum in Rožnov pod Radhoštěm. The height of the lookout tower, which was built using old, now almost unused working methods, is 32 metres. The highest viewing platform is at a height of 19 metres. The colour design of the tower corresponds to Jurkovič's buildings at Pustevny in the Beskids.
